This tutorial will show you how to make bleeding text like this. It will use Figmint's watercolor brush set, so if you don't have that, go ahead and download it from the brush page under resources.
Now open up photoshop and type out some text. Select the selection brush tool. Now set the brush to a watercolor brush.
Use the brush to select part of the text (you will need to simplify it when prompted). Since the brushes are very light, you need to click a bunch of times to make a nice selection.
The red area you see is actually the area that isn't going to be selected, so I'm going to invert it so its the actual selection. (Select, inverse)
Now go under Filter, Blur, and choose Gaussian Blur. Move the dial up and down until you get a good amount, and click Okay.
And there you go!
